U.S. may drop passport initiative

The controversial initiative that would require all travelers to carry a passport when entering the U.S. and Canada may soon be dropped in favor of an identification card solution that authorities say will be cheaper and easier to use.

The Western Hemisphere Travel Initiative that requires passports has come under fire from tourism and trade representatives on both sides of the border. Homeland Security chief Michael Chertoff says the rule could be changed by the end of the year. If left unchanged, the passport requirement would go into effect in 2008.
